Prior Housekeeping Cuts at Legacy *

"From 2003-2005 Legacy hospitals' housekeeping hours and/or housekeeping expenditures did not keep pace with patient days. The following analysis provides numerical support to anecdotal evidence that nurses, out of concern for their patients' safety, have been forced to add housekeeping duties onto their already overburdening workload. Less housekeeping hours for more patients suggests that a sanitary and infection-free environment at Legacy hospitals is at risk. The trend of nurses performing non-nursing work on top of already stressful nursing is likely to continue unless the hospital reverses its misplaced priorities.
From 2003-2005 Good Samaritan cut housekeeping in both absolute and effective hours and expenditures. Both Emanuel and Mt. Hood increased housekeeping expenditures, but kept housekeeping hours constant. All three of these hospitals reported an increase in patient days over the same period, meaning that housekeeping hours per patient day decreased. Meridian Park reported a decrease in patient days, which made Meridian Park the only one of the four Oregon hospitals that reported an increase in housekeeping hours per patient day."

In 2005 Legacy told state investigators to eat off the floors.
In 2005, Legacy welcomed state investigators "to come in and 'eat off the floors' of our facilities any time."

Then the state investigators found dirty floors.
In February, 2006, state investigators found that floors and other surfaces in the Adult Day Surgery Unit "showed evidence of excessive marking, accumulated dirt and chipped paint with exposed metal."

In July, 2006, a patient's family reported to state investigators that an incontinent patient "soiled the floor in his/her room" and "the floor was not mopped until two days later".

In November, 2007, state investigators found that "Dirt and debris had accumulated in the cracks and indentations" in the "lower level of the east wing", as "The hallway flooring was cracked, split, and pitted."

Past Fire code violations at Legacy Emanuel *

When state investigators inspected Legacy Emanuel last November, they found over 30 fire code violations. One of the most serious was the hospital's failure to have a back up in case the fire alarm system went down.
The investigators noted, "The cumulative effect of these systemic problems resulted in the hospital's failure to ensure life safety from fire and resulted in immediate jeopardy to the health and safety of patients and staff."
